Fixed AA targeting
Added support for targeting HeliCommander helicopters with custom controls
Pre-patch for the next Rust update. DO NOT UPDATE UNTIL RUST HAS UPDATED!
Don't target vehicles if a authed played in mounted to it (this includes rideable horses)
Call OnTurretTarget hook when targeting so other plugins such as DynCupShare have a option to prevent targeting
Shuffled some shit around to see if it fixes the issue some people are having with placing rockets in the turret

Changed removing a rocket launcher from the turret wont try and put it back but instead will remove the rocket turret component and drop any returnable resources as specified in the config
AA turrets wont target empty vehicles
AA turrets can only target entities that are above their base position
Added config options for AA targeting minicopters/transport helicopters and hot air balloons
Spawn rocket turret attachments differently so they arent saved with the map
Temporarily remove rocket launchers from turrets when server is saving

Fixed permissions not being checked before creating the turret
Fixed rockets not firing when turret has unlimited ammo
Changed unlimited ammo check to recheck on each ammo check instead of set once when turret is created
Fuckery level 1000...
Override everything so rocket launcher will show as weapon in turret, if its removed it will be taken from the players inventory and put back into the turret
Prevent creating a new rocket turret if the turret already has a weapon attached
If there is a weapon in the turret when the plugin is loading/restoring rocket turrets from data it will be dropped on the floor
Save/Load fix?
Remove angle to target check to make it easier to get a lock
Change reload time after being empty/just created to match fire rate
Move cosmetics cleanup so its triggered even if the turret is destroyed
