Fix for upcoming Rust update
This update requires Chaos v1.0.50+ and PlayerDLCAPI v1.2.0+

Instead of blocking skinned items completely when creating a loadout, just remove the skin if the player is not allowed to use it
Support for checking ownership of redirected skins
When creating a loadout and checking item limits and current amount, use the base item name for redirected items
Skin ownership checks propagate through items nested in containers that are being saved in the loadout
Updated UI to show the skins the user will receive based on ownership. It doesnt matter if existing loadouts contain skins the player cant use, they will be shown and given what they are allowed to have
This update requires Chaos v1.0.48+

To make use of the automated skin filtering you will need the Player DLC API plugin
