Changed for recent changes to searchlights
Removed fuel and inventory shit
Added config option to toggle power requirement when automated

Budget light processing to 0.4ms per frame (tested with 48 lights inline with all config options enabled yielded 10-15fps drop)
Added config option to automatically register light to terminal when placed. Must meet all requirements as using the chat command

Offset rotation so the light points where you are looking
Don't calculate threats whenever a entity enters the detection radius (should remove server strain when building large bases near a ton of searchlights)
Slightly increase time between threat calculations
Automatically recreate data file if corrupted
