Add BasePlayer.IdleTime to player info menu

Fixed View Permissions in player info menu showing for players without the required permission when "Use different permissions for each section of the player administration tab" is disabled
Added teleport authed item and teleport owned item to player info menu
Added clan tag (clans), Playtime & AFK time (playtime tracker), rp (server rewards), economics to player info menu

Added optional "RequiredPermission" field to chat and console commands in config to specify permissions for commands

When viewing player permissions, determine whether a permission is directly applied to the player, or inherited from a user group. Inherited permissions will be outlined in blue, and direct permissions in green. Added some hints in the header bar to make it easy

Hide item categories in give menu until a target player has been selected
Fixed Player Info button being shown when user doesn't have permission for it
Added missing localization for 'Online Players' and 'Offline Players'

Remove player from recent player list when connecting to server
Save recent player list when server saves

Fixed offline players not being registered
Fixed cursor reset
Added skin ID field to give menu

Added 1, 100, 1000 quick give buttons to give menu
Removed ammo.snowballgun, blueprintbase, rhib, spraycandecal, vehicle.chassis, vehicle.module, water and water.salt from give menu
