Trim excess underground spawns
Refactored best spawn point analysis, changed 'startnear' commands to use best spawn point analysis with a custom override
Refactored all the hooks to use cached values instead of component lookups
Added TruePVE damage hooks
If you are using spawn overrides, backup your config before updating.

Changed spawn overrides to include a "Underground" field to specify whether that point is underground. When starting the event the overrides list will only use overrides designated as underground if the event is starting underground, or above ground overrides if the event is starting above ground
Fixed differentiation between underground and above ground rail loops
Added config option "Allow train to transition from under ground to above ground"
Added config options "Broadcast when event starts" and "Broadcast when event ends"
Fixed temporary job array sometimes exceeding its life span
Added custom component that creates and manages its own crate markers since Rust culls the underground when you are above ground
