Added config option "Reserved clan tags (Tag, List of SteamIDs)"
Added config option "Reserve clan tag for member or group" required auth level for admin console command
Added console command "clans reserve (tag) (steamID : optional)". If no steam ID is supplied it will lookup the clan with that tag and reserve it for all clan members

Strip HTML tag from clan descriptions

Added config option "Count alliance members as clan members". You will not be able to invite new members is your member count plus all you alliance member counts are greater than the "Member limit" set in the config. You will also not be able to form new alliances if the total member count of your clan + alliances + the target clans members is greater than the "Member limit".
This is experimental at this stage as I have no way to test this

Strip # from hex color codes for BetterChat tags

Added support for Oxide group based tag colors when using BetterChat. Custom tag colors will take priority

If online/offline members is disabled in clan info command, show all clan member names together

Fix custom tag color not deserializing on load

Fixed "Blacklisted tag colors" unassigned default value

Fixed /clanhelp showing "/clan message" instead of the clan chat command set in config
Prevent team invites of players with invalid Steam ID (HumanNPC, spawned BasePlayers). Rusts team system still says it has sent a invite but it actually hasn't, the hook doesn't stop the message...
